台菲漁業會談下周展開 畫界問題受矚

據了解，最新一次台菲漁業會談下周將在台北展開，馬尼拉經濟文化辦事處（MECO）理事主席裴瑞茲預定本周日抵台，針對談判的行政細節與內容，和外交部進行最後磋商。此次談判主要目標，我方希望把先前在預備會議達成「不使用武力或暴力執法」的共識，透過聲明或公報等國際協議模式，由台菲雙方在台北對外發布，讓共識更具明確的約束力。

對這項消息，外交部發言人高安上午低調不予證實，只表示適當時機會對外說明。

會談原預定9月16日舉行，但菲律賓發生回教武裝分子衝突，會議因此延後。今年廣大興漁船濫射案延燒時，農委會漁業署曾研議廢除台菲重疊經濟海域北緯20度線的護漁南界（又稱暫定執法線），還準備將之列為海盜出沒頻繁的高風險海域，而目前的護漁措施，仍維持「漁船在哪裏，海軍巡艦就在哪裏」，實質上已突破北緯20度線。

而此次台菲漁業會談能否觸及畫界問題，或訂出遊戲規則達成「臨時安排」，關係我護漁南界重新設定與否，備受矚目。
