澳央行︰降息已開始奏效 不排除再降 壓低澳元是必要的

澳洲央行（RBA）為進一步降息預留空間，表示明年澳洲經濟成長將受低礦業投資、低公共支出與高匯率的限制。

該行周二（18日）公布最新利率決策會議紀錄，指出「推行大規模政策刺激後，必須審慎維持現金利率穩定…但不排除進一步調降的機會」。

RBA 本月 5 日宣布維持利率不變於 2.5%，符合外界預期；同時表示雖然目前通膨符合目標值，但經濟成長仍「略低於趨勢」。

上述謹慎發言均透露出 RBA 的擔憂，其中最顯著的就是澳元兌美元匯率，行長 Glenn Stevens 形容澳元處在「令人不舒服」的偏高位置，對製造外銷產業造成相當大的壓力。

會議紀錄中更明白指出，「為達到經濟成長平衡，較低的匯率是必要的」。

RBA 也表示，「諸多證據」顯示降息已為部分虛弱的產業帶來效應，同時正密切觀察房地產市場變化；RBA 並未提及近來房價走高已造成疑慮。

在 Stevens 領導下的央行過去兩年，總計已將借貸成本降低 2.25 個百分點，至目前的 2.5% 歷史低點。
 
該會議紀錄公布後澳元走強，對美元匯率從先前的 93.65 美分走高至 93.83 美分。
 
瑞銀（UBS）上周發佈報告估計，目前澳元匯率仍高出 RBA 目標值約 6%。
