美國國務院負責亞太事務的代理助理國務卿尹汝尚16日表示，針對「廣大興28號」事件，美方要對罹難者家屬致哀；這件事非常不幸，台灣和菲律賓是美國密切的盟友和夥伴，「我們感到很為難(we just feel awful)」。

尹汝尚是美方至今針對此事件發表談話最高層級的官員，談話過程中他言必稱「台灣與菲律賓」，而針對漁民洪石成遭槍殺，他的說法從原本國務院統一口徑的「遺憾(regret)」改為「哀悼(condolence )」，希望多少平息外界抨擊美方「重菲輕台」的言論。

尹汝尚表示，這起悲慘的意外，美方首先要對罹難者的家屬致上最深切的哀悼之意，他認為馬尼拉和台北已進行頻繁的討論，美方當然希望這些對話能夠持續下去，找到雙方都能接受的結果。
